Judah was chosen to hold the sceptre and give law in the blessing Jacob/Israel give to his children one by one, as in "Genesis 49:
8 Judah, thou art he whom thy brethren shall praise: thy hand shall be in the neck of thine enemies; thy father's children shall bow down before thee.
9 Judah is a lion's whelp: from the prey, my son, thou art gone up: he stooped down, he couched as a lion, and as an old lion; who shall rouse him up?
10 The sceptre shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh come; and unto him shall the gathering of the people be.
11 Binding his foal unto the vine, and his ass's colt unto the choice vine; he washed his garments in wine, and his clothes in the blood of grapes:
12 His eyes shall be red with wine, and his teeth white with milk.."
We also see Judah was chosen for the Messiah Yeshua to be raised from him.
Joseph, (Ephraim and Manasseh), do also got blessing as written in Genesis 29:
"22 Joseph is a fruitful bough, even a fruitful bough by a well; whose branches run over the wall:
23 The archers have sorely grieved him, and shot at him, and hated him:
24 But his bow abode in strength, and the arms of his hands were made strong by the hands of the mighty God of Jacob; (from thence is the shepherd, the stone of Israel:)
25 Even by the God of thy father, who shall help thee; and by the Almighty, who shall bless thee with blessings of heaven above, blessings of the deep that lieth under, blessings of the breasts, and of the womb:
26 The blessings of thy father have prevailed above the blessings of my progenitors unto the utmost bound of the everlasting hills: they shall be on the head of Joseph, and on the crown of the head of him that was separate from his brethren."
Here we see another Messiah, the shepherd, the stone of Israel is to come from Joseph.
The Two Messiahs
Undoubtedly we see through the scriptures above that, God had appoint two Messiahs for the world, in other words, two Witnesses. We also see that the blessings of Jacob the Israel was not only blessings but also prophecies.
One was Jesus Christ the First and incomparably Great blameless Messiah - Holy Angel, who was brought forth through the womb of Judah. The other is from Joseph.
Two Messiahs confirms the scripture that state, 'the testimony of two men is true' as written in the law and Jesus have repeated it. This two Messiahs are the two Anointed and the two witnesses: the two olive trees and the two candlesticks for the world.
Many a part and prophecy in the Bible are also meant for two/dual or more prophecy, which fulfillment will be completely seen and understood in the end.

Yeshua Messiah Emmanuel was the first and incomparable great Messiah, for, though He was brought forth through the womb of Mary Judah into the
world He is the first creation - Son of God from the beginning before the earth and
heavens was created, even Judah. And of course He will hold the sceptre, give law and reign forever and ever above all Saints and creations in the new world and heavens.
But how can we calculate and find it out that it is Him? Simple. His sacrifice, resurrection and ascension to Heaven proves it all.
Though He our Saviour Jesus Christ has accomplished to save human beings, all the prophecy about Messiah is not fulfilled in His first coming, because many of the prophecies about Messiah were actually long stretching prophecies, and also dual prophecies. So they should be fulfilled in the second messiah and in Him (Messiah Emmanuel) that includes His Second Coming.
Since the past people didn't understand that or they don't want to accept Him or both, they did not welcome nor receive Him. Instead, the self professed righteous people despise, hate and tortured him to dead, Our Saviour Jesus Christ The Blameless Lamb.'
It was mostly because the world have their own way of expectation without willingness to change their mindset or prejudice. That is the base worldly people can't welcome little or humble people, and so can't they be welcome or enter in the greatest place - Heaven as Jesus had said, if you can't be trusted in small things, you can't be trusted in greater responsibilities.

* It is easier to wake up from sleep for those who don't pretend, for those who acknowledge their sins and realize they are sinners than those who think they are righteous and pretends to be.
